Public Housing Production Forecast of Housing Authority and Hong Kong Housing Society from 2022/23 to 2026/27(Note 1)

The production forecast of the Housing Authority and Hong Kong Housing Society for the five-year period has been rolled forward to 2022/23 – 2026/27. The estimated total public housing production in the said five-year period is about 105 500 flats, comprising about 66 000 public rental housing/Green Form Subsidised Home Ownership Scheme (PRH/GSH) flats and about 39 500 other subsidised sale flats (SSFs).

As compared to the last quarter, there are yearly total production changes mainly due to the revised completion dates of about 3 300 other SSFs from 2021/22 to 2022/23, about 400 PRH/GSH flats from 2024/25 to 2025/26, about 1 900 other SSFs from 2025/26 to 2026/27, about 1 000 PRH/GSH flats advanced from 2026/27 to 2025/26 and flat adjustment of individual project.

We review from time to time the public housing construction programme. The yearly production cannot be assumed as the average of the total five-year production. It is mainly determined by the land supply from the Government for public housing development and the progress of individual projects. The actual completion of individual projects may be affected by factors such as inclement weather, site constraints, progress of contractors, labour and materials supply of the construction industry, external factors (such as impact of COVID-19) and compliance with the latest buildings requirements, etc. The yearly housing production is therefore subject to adjustments accordingly. We will continue monitoring the progress of projects to facilitate timely completion.

Note 1:Figures are based on the forecast as at March 2022 which are rounded to the nearest hundred and thus may not add up to the total due to rounding. Figures are subject to changes of the programme.

Note 2:The financial year starts on 1 April of a year and ends on 31 March of the following year. Therefore, when some projects encounter slight delays in completion (especially those with target completion dates in March), the completion dates will be brought forward to the next financial year.

Note 3:Figures refer to the estimated number of new units to be completed by the Housing Authority in each financial year. In addition to new units, units recovered from existing estates are also a major source of units for allocation to PRH applicants.

Note 4:Include units developed by Hong Kong Housing Society under the Senior Citizen Residences Scheme.
