Public Housing Production Forecast of Housing Authority and Hong Kong Housing Society from 2021/22 to 2025/26(Note 1)

According to the forecast as at September 2021, the estimated total public housing production by the Housing Authority and Hong Kong Housing Society in the five-year period from 2021/22 to 2025/26 is about 106 900 flats, comprising about 73 100 public rental housing/Green Form Subsidised Home Ownership Scheme (PRH/GSH) flats and about 33 800 other subsidised sale flats (SSFs).

As compared to the last quarter, the yearly production in 2024/25 and 2025/26 has been adjusted mainly because the completion date of about 3 100 other SSFs has been revised from 2024/25 to 2025/26.

We review from time to time the public housing construction programme. The yearly production cannot be assumed as the average of total flat production, which is mainly subject to the land supply from the Government and the progress of individual projects. The actual completion may be affected by factors such as inclement weather, site constraints, progress of contractors, labour supply of the construction industry, external factors and compliance with the latest buildings requirements, etc. Therefore, the yearly housing production is subject to adjustments. We will continue monitoring the progress of projects to facilitate timely completion.

Figures are based on the Housing Authority’s Housing Construction Programme and Hong Kong Housing Society’s Master Development Programme as at September 2021 which are rounded to the nearest hundred and thus may not add up to the total due to rounding. Figures are subject to changes of the programme.

Note 2:

The financial year starts on 1 April of a year and ends on 31 March of the following year.

Note 3:

Figures refer to the estimated number of new units to be completed by the Housing Authority in each financial year. In addition to new units, units recovered from existing estates are also a major source of units for allocation to PRH applicants.

Note 4:

Include units developed by Hong Kong Housing Society under the Senior Citizen Residences Scheme.
