Commencement of the Hong Kong Civil Aviation (Investigation of Accidents) (Amendment) Regulation 2017

  The Hong Kong Civil Aviation (Investigation of Accidents) (Amendment) Regulation 2017 comes into effect today.

  The legislative amendments, among other things, provide that the Chief Inspector (CI) who is directly accountable to the Secretary for Transport and Housing, together with the Inspectors, is the accident investigation authority in Hong Kong which falls under the purview of the Transport and Housing Bureau. Functions and powers related to civil aviation accident investigation originally conferred on the Director-General of Civil Aviation have been transferred to the CI. Definitions relevant to civil aviation accident investigation (including definitions of "accident" and serious incident") have also been amended or introduced with reference to Annex 13 to the Convention of International Civil Aviation.
