TCU receives fewer complaints than in previous quarter
The Transport Complaints Unit (TCU) of
the Transport Advisory Committee received 4,233 complaints and suggestions from
January 1 to March 31, 2008. Among these, 41 were pure suggestions. The total
number of cases represents a decrease of 16.2% as compared with 5,049 cases in
the previous quarter, and a decrease of 11% when compared with 4,755 cases in
the same quarter of 2007.

The complaints and suggestions were mostly related to public
transport services (79%), enforcement matters (13%) and traffic conditions
(5%). The number of cases on public transport services decreased by 13.4% from
3,849 in the previous quarter to 3,335 in this quarter. Complaints and
suggestions on traffic conditions decreased from 308 in the last quarter to 232
in this quarter.
Cases about road maintenance increased slightly from 66 in the
last quarter to 67 in this quarter. The number of complaints about illegal
parking and other enforcement matters fell from 740 to 546.
All the complaints and suggestions received by the TCU in the
quarter were referred to the relevant authorities and government departments
for follow-up action.
During the period under review, investigations into 4,024 cases
were completed. Of these, 2,562 cases (64%) were found to be substantiated, 275
cases (7%) were unsubstantiated, and the remaining 1,187 cases (29%) were not
pursuable due to lack of information.
For the substantiated cases, the relevant government departments
and public transport operators have either taken steps to rectify the situation
or are considering possible solutions to the problems identified.
During the quarter, the relevant government departments and
organisations took on board 37 suggestions made by the public to enhance public
transport services and improve traffic conditions. A summary of the cases where
public suggestions have helped to bring about improvements is at the
Appendix.

Hong Kong Island
* Increase the vehicular green time of traffic light at Hennessy Road to
alleviate traffic congestion.
* Increase the pedestrian green time of traffic light at Johnston Road to
facilitate pedestrians.
* Install railings at junction of Tsat Tsz Mui Road and Kam Hong Street to
prevent jaywalking.
* Install additional traffic cylinders at Cotton Tree Drive to improve road
safety.
* Relocate a GMB stop at Perkins Road to improve sightline of motorists.
Kowloon
* Increase the vehicular green time of traffic lights at the following
locations to alleviate traffic congestion : Clear Water Bay Road, Rutland
Quadrant, Lung Cheung Road and Lee On Road.
* Increase the pedestrian green time of traffic lights at Lei Yue Mun Road and
Kai Cheung Road to facilitate pedestrians.
* Extend the effective hours of "No Stopping Restriction" at Wai On
Street to prevent vehicle obstruction.
* Add "Give Way" traffic signs at Fuk Lo Tsun Road to remind motorists
to slow down.
* Impose "No U-Turn" restriction at Wai Fat Road to improve road
safety.
* Convert a "Turn Right Only" road marking to an "Ahead Only or
Turn Right" one at Prince Edward Road West to improve traffic flow.
* Add a yellow box at Wang Hoi Road to prevent vehicle obstruction.
* Add a zebra crossing at Tim Fuk Road to facilitate pedestrians.

* Increase the pedestrian green time of traffic light at Che Kung Miu Road to
facilitate pedestrians.
* Extend the intergreen time of traffic lights at Castle Peak Road – Lingnan to
improve road safety.
* Add road markings at Sai Sha Road to remind motorists to slow down.
* Add a "No U-Turn" traffic sign at Ngan Shing Street to remind
motorists.
* Convert a lay-by at Kwan Mun Hau Street to a "Waiting will be prosecuted
without warning" zone to prevent vehicle obstruction.
* Relocate traffic signs and add road markings at On Chun Street to remind
motorists to slow down.
* Adjust a stop line at Kin Shing Lane to improve road safety.
* Modify road markings at Cheung Tsing Highway to regulate lane-cutting
activities.
* Install railings at Kwu Tung Road to deter illegal parking on pavement.
